W.E. power before landing?

Why in some flight operating instructions handbooks is it recommended to use military power for a short period just prior to landing? Whats the mechanical reason for it? (Hand book flight operating instructions USAF models P-51D and P-51K series of 6nov 1945 revised 17 dec 1947, page 23)

Cleans out the engine. NOT WE power however as in the subject header, just full power with the prop up to full increase. Cleans the plugs.
I never used the full 61 inches, just ran the power up for a short shot before entering the overhead.
