Can the 'fuel gauge enable' button be mapped to a key?

To read the fuel, you must press a button near the gauge. Can this button be mapped to a keypress or a real button (in a simulator)?

Only by using FSUIPC and LUA files. Search "LINDA" and have a look at the instructions. Sorry I can't be more help, I don't use linda myself but have had a look and it will certainly do it. It is also the easiest way unless you have some programming skills.
