Yes, this is normal. It can take 2 min or more for the fuel to be used up between those cocks and the carburetor.
Use the SLOW RUNNING CUTOUT pull-pin just to the right of the fuel cocks to stop the engine. It is spring loaded, so hold it until the engine quits. This is there specifically to shut the engine down.
