Port Rudder missing on Port Float.

Port Rudder missing on Port Float.

I can only see one rudder on the starboard float. The port rudder is missing on the port float.

That is because the cub only has a rudder on the starboard float.

montalvo6177 is correct in stating that the J-3 Cub is usually only seen with a single water rudder, however, it is sometimes located on the port float rather than the starboard one (depending on the float style/manufacturer).

The J-3 Cub can barely get up with the added weight of the floats anyway so it makes sense not to add the extra weight of a second water rudder if it is not required and a single water rudder (plus the airflow over the main rudder) is more than enough to control a J-3 in the water.

The Super Cub is a different kettle of fish altogether and you often see those with two water rudders and in fact as amphibians too but a J-3 would never be able to carry amphibian floats as they are way too heavy for it.
