P-51 Flaps

In all the photo's i've looked at of the P-51 with the engine off the flaps are down just like the landing gear doors. Are the flaps part of the hydraulic system? And if so then can you make the go down like the landing gear doors when the engine is off with the update?

Flaps were and/or supposed to be lowered on purpose (not a bleed-down scenario) so that people wouldn't step on them.
