I doubt this seller does pre-buys or could care much about safety when it comes to basic maintenance. I mean they hacked up the panel themselves! Control surface repairs are scary stuff, and that is not a minor one. Looking at how much all that will cost to rectify I can't see how it will be worthwhile.

i really don't know what you're all fussin' about:
just check you're belted up tight, get warm togs on assuming the door falls off, AND keep nice 'n low 'n slow (preferably on the ground) and keep the trip VERY short, say 10 ...... feet, if that!
This is so serious and sad and how comes no lives lost?!
(was it filmed on April 1st?)

At the very least just inspect the airplane yourself if you can't hire a mechanic. So much of this would be findable by anyone. You had to smell the fuel. You can see the hack job on the elevator, which most pilots know you can't repair a control surface like that. You can even do your own compression check in just a minute. Just hand turn the prop, that 15/60 cylinder would be obvious (obviously check mags before). Oh, you can do this compression check in Accu-Sim too . When turning the prop by hand in our T-6 by bumping the starter in our GA planes you will see the prop just whiz by the bad cylinder.
The other thing is to remember liability follows everyone almost forever. If this person then sold this plane to someone else and 5 years down the road someone got hurt or killed, all prior owners and mechanics would be successfully sued. There was a guy at our local airport who built a home built and made an error in the build. 10 years later, even after he was dead, his wife was sued and she lost.
