Adding headset doesn't change noise level

That's weird. Mine works like a charm. Are you using the headset or the helmet?

Cycled between headset, helmet and none in the controls menu.

I was just playing around with the Accu-Sim sound slider and noticed that when set below 55% there is no difference between "wearing" the headset or not.

Yes, try turning your volume up and see if that then works for you.
