I would suggest that more people try it before you confirm that it does not work, especially with the way I had to go about to get that file into my win32 folder, which was a pain. Yes I tried. When I go to properties for either the windows file and then go to the securities tab and advanced the owner is "trusted installer" and I have tried to change that without success.
