It's normal (the simulation is working correctly), but it is faulty operation.
If full throttle results in the propeller exceeding max RPM, then full throttle is not available at that time. You need to reduce throttle to keep the engine+propeller within limits.

Hmmm.... FL090-FL050=4,000ft. At 2°C/1000ft that's a drop of 4x2°=8°. 7°-8° = -1°C at FL090. Assuming a standard temperature lapse rate. Below freezing. At 7,000ft it's 3°C. Above, but not by much. The unit does not let you tune this frequency because it is not a valid one for communication.
EDIT: Oh, it is a valid frequency. Just not for this equipment. It's also not a valid one for FSX, don't know about P3D.
