If you open your Official folder and go to fs-base, then find the en-US locpak and open it with notepad, you'll see all the strings available.

I saw a commenter saying that Runway 28L was closed and had its lights turned off? That could be a reason to see 28R as 28L and C as 28R. The pilot knew something was up when he asked about lights on the runway.
