It is an adjustable spring applying pressure to the nose gear steering arm, which in turn is connected to the rudder pedals. So in the real, the rudder would move with the trim, if ever so slightly, at least if you lightened the nose wheel some.

Just to add a bit, the warning is operated by a micro switch on the throttle shaft. So it comes on at certain throttle position, which does not always correspond to exactly the same manifold pressure but would depend on things such as RPM and altitude. The 400 was never an engine mod of a 250 but a completely different model of an aircraft. In case of V35, the optional IO-550 engine would represent a fairly common STC'd alternative to the IO-520 power plants, both Continentals.

Out of curiosity, did you build the approach yourself? In practice, no, it really isn't. You really don't have any residual performance whatsoever that high in conditions that are probably above ISA temperatures as well. That said, you probably can get it that high with light aircraft. Use full throttle, full RPM or thereabouts, and lean for best power....
