I've noticed the increased usable power on partial throttle too. I mentioned my findings in update 1.3 release thread:

Mag test on P-40 used to need ~25 inches to reach 2200rpm. Now needs 21 inches.
Mag test on Spit MkI used to need -1 psi to reach 2000rpm (+15 deg C) to reach 2000rpm. Now needs -3 psi.
I can now cruise with full coarse pitch with Spitfire regardless of altitude. The rpm won't drop dangerously low (I can sustain enough speed to maintain 1800rpm by using no more than -3 psi). At high altitudes I used to cruise at ~2200rpm with MPs too low to show on gauge (full coarse). Now, if I go to same heights with full throttle and full coarse, my rpm will rise 2600... 2700... 2800... and still with very little MP.
So it's not only partial throttle as high altitude cruising is done with full throttle. Supercharger changes? Or prop pitch range has been altered perhaps? The new setting does in a way feel more logical if I absolutely had to use it as two-speed (instead of continuously variable): the new full coarse setting is much more usable than the old one even was (especially as Rolls-Royce recommended
climbing at full coarse!). So maybe it's all intentional?

Also, there's some revised mag code. This might actually be intetional: but cutting left and right mag has very different effect. Cut the left, and you have a significant drop. Cut the right one, and you see no change at all. Do the mags fire at different times, so that cutting cutting left mag causes ignition timing to become retarded (where as cutting the right one would not affect timing)?
