Correct, the problem you perceive is just part of the way FSX and P3D work.

Thank you Lewis, you saved me from buying this and not being happy. This is excellent customer service. As you know I like to ask a LOT of questions to be exactly sure.

So P3D works the same way ? Really ? Oh goodness that is a surprise, I would have thought their lights are real emitters. I wonder if X-Plane lights are actually emitters ?
