Winglet from the cockpit with black lines

If you look, there are black lines on the lights of the winglet. This only happens when looking from the tower of from the cockpit, not from the wing view.

Well in a photo they seem like stopped, but they flash and moove constantly.

I am not sure what I'm seeing in that video. The lights look stable, but there is some flickering on the wing tip. Is this what you are referring too?
