I am having trouble steering, the tail wheel lock indicator is off, and she has no differential braking ?

The tail wheel lock indicator should be ON for an unlocked tail wheel, which is what you want for taxiing.

If you deflect the rudder while braking you will have differential brakes.

Using differential thrust is also a big help for tight turns.

From page 112 of the A2A B-17 Accusim manual:

Tail Wheel Lock
The tail wheel locking lever, which is recessed into the floor aft of the control pedestal, operates a single cable and locks or unlocks the
tail wheel. Pull the latch up to unlock and push DOWN TO LOCK.

A red warning light on the co-pilot's front panel will light up for takeoff and landing when the tail wheel is UNLOCKED.
