I think the fuel selector is set to an empty tank. This is for Microsoft Flight Simulator 2004 / X.

This is ineresting: the aircraft has two fuel tanks one above the other.
The gauge measures the bottom tank contents only and you have to press the "BOTT TANK" to "switch on" the needle. Then you have to use correct scale: upper scale for "on the ground" or lower scale for "in level flight".
The upper tank isn't measured at all. All you know is it contains 48 gallons.
