Horizontal flickering in prop 'blur'

Hi,
I've just moved to a new monitor and gfx gard and I am experiencing a horizontal flickering in the blur of the prop.
I've fiiddled with various settings but can't seem to fix it.
Can anyone suggest anything.

If anyone else gets this, I managed to ressolve it by going inti the graphics card settings and setting vsync on.
