Prop De-Ice and winter ops.

Hello!
So, winter is here and I figure out the ops for cold weather... I read somewhere that the prop deice switch does nothing (cant remember where).
Is this true?

What are your preparations for a cloudy winter flight? Mostly IFR I guess... Or do you never enter a cloud? Even on these cloudy days?

Prop deice is not installed on your version of the Bonanza.
Flight into known icing conditions is prohibited 8)

I know many don't agree with me, but I'd consider piston GAs without proper ice protection fit for day flying in VMC only in winter weather. Perhaps cold, clear winter nights could do as well.
