Meaning Of Cockpit Placard?

There is a placard mounted on the pilot's side cockpit that states "This Aircraft Not Fully Equipped For Night Flight." What does that mean? And why?
Flying the A2A C172, C182, T-6, B-17, P-40, P-51, B377, L049 & V35
