Bug: Flap positions are not saved from previous flight.

Plane Version: A2A_Update_01_17_17

Note 1: Tests are done after loading a default aircraft (F-22) at a default airport (Eglin AFB), then loading the T-6 at the same airport. No SimConnect errors have occurred.

Note 2: Auto C&D is OFF.

Issue: The aircraft will not save the flap positions from a previous flight. The flaps will automatically reset themselves to the UP position whether the flaps control is in the LOCK or DOWN position.

Reproduction steps:

1. Lower the flaps to a position different from UP.
3. Exit the simulator.
4. Open the simulator.
5. Upon loading into the T-6, quickly observe as the flaps reset themselves to the UP position.
