Are you saving the downloaded file and extracting it or just saving it to a system temp area, this would explain the message you are getting as the file has been deleted after your last system restart. You should save the file to a specific place on your system and then extract the updater to run it.

I am downloading the file to a specific Zip Download folder that I created. I then extract the updater exe and then run that.

Well for whatever reason HDD issue, windows issue or your specific location is still inside a temp system folder the downloaded file sounds like its being deleted or corrupted if you are receiving the cannot read message.
