When I rev up the throttle, it bogs down never reaching 100%. I haven't noticed this problem
on the other planes.

Sounds like an axis binding problem.
Check if there are several throttle / joystick axis set for the planes throttle.
Check ingame binding and A2A input configurator axis binding. Also consider fsuipc assignments if you use this tool.

I'm not having this problem with any other plane including the A2A Cherokee.

Please can you explain the problem in a little more detail. Do you mean that the throttle axis never reaches 100%, or that the engine doesn't reach its max rated RPM etc.?
Also, which host sim platform are you using?

Hmm i had a similar problem with some new controllers, you might want to try to delete axis and dat files in your a2a folder in documents. After that it started registering full range for me again.

The engine doesn't reach its max rated RPM, and this is in FSX SE.

Have you tried adjusting/cycling the propeller pitch control? This, as well as the throttle, will determine your RPM.
Also, have you checked the maintenance hangar (Shift 7) for any issues?
If you can tell us more about the conditions under which you're experiencing this issue, it'll be easier to make suggestions.
