I have the mindstar 530 and used the Aircraft Configuration to make it the mindstar 530. Thats fine, it shows up pops out, turns on and everything works but changing the frequencys on nav and coms. This is a big deal to me, not sure it it is to you. I like old school stuff so i'm good, but on long trips I would have liked to use it.
P3D as admin = no go
P3D as nonadmin = no go
mindstar = up to date
mindstar = installed as admin

I had this problem too, was about to start messing around with .ini files and what not but try this.
Shift+6 I believe brings up the quick radio panel, make sure that COM 1 power button is turned on within that control panel.
You may also discover that when you bring up the ATC window, it will tune COM 1 on the Mindstar 530 to the correct frequency but when you select an action like ready for taxi/take off, nothing will happen, because, in that shift+6 radio panel, COM 1 (and NAV 1) is not the active transmitting unit.
I found this out by using the audio panel in the VC and switching the knob on the right from COM 1 to COM 2 and I was able to communicate with the tower, then I found the shift+6 thing.

Try changing to no gps, turning on all comms etc, then exit and reload putting back in the mindstar unit...could be behaving as the RXP does, should only have to do it once
