Will this be fixed or is it just a fsx bug ?
My fps literally halves while I hover the mouse icon over a click spot. Goes away after. Irritating !

I believe it is a FSX legacy bug.
If I remember correctly, you can fix it but it is fairly complicated.
My solution was to always leave the mouse on my second display or at the top of the monitor.
If it is a serious performance issue, you may consider trying to improve FPS, so when that does happen the overall fps is still smooth.
For example, my sim runs at ~59 FPS. When I mouse over things it goes to low 40's upper 30's and then right back up, because I always move my mouse out of the way.

FSX bug, I think it happens in P3D as well if memory serves me right. I just push my mouse cursor into the top right when I'm done using it.

yes that's the classic old issue in FSX, I believe it can be made to have less impact running in either windowed or fullscreen mode, but cannot remember which. P3D has a bunch of fixes in place so whilst it still has it a little its almost a non issue.
Going way back when I recall drivers and GPU choice also use to affect this area.

2) It is more pronounced with complex add-on aircraft.
3) It happens in FSX and FSX-SE but does not occur in P3D v3.x or v4.x.
4) The FPS drop is the same regardless of whether you're running windowed or full screen.
5) There is no fix (at least not one that I could find after searching Google for some time).

As mentioned, a simple workaround is moving the cursor to the edge of the screen or, if in windowed mode, to the window frame. An automated method can be done by a small software (freeware) called AutoHideMouseCursor which hides the cursor whenever not being moved. I set it to the minimum delay which is one or two seconds. Very effective and you don't have to "park" the cursor any longer.
