Elevator Hinge binding

G'day guys n gals!
Interesting maintenance issue, I had virtually no aft elevator authority on final. Can anyone explain the reasons behind this issue/failure?

As noted in the notes, did you walk around pre-flight the aircraft?

Yes indeed, preflight inspection was conducted as well as runups/control checks. Nothing noticed then, and elevator response was normal on takeoff. Just curious as to what causes this kind of issue?

In all likelihood, there was something wrong in the preflight like a missing bold, cotter pin, etc. Then in flight, it let loose.
