The panel.cfg is just a text file, so you can tell Windows to open it with any text editor such as the default 'Notepad' which comes with windows. Bear in mind it's always a good idea to back up any *.cfg files before editing them.

You'll need to save the file with the original .cfg file extension for it to work. However, when you open an 'unknown' file type, Windows should give you the option to select a program from a list to open it. Just select "Notepad" and ideally tick the option to "always use the selected program to open this kind of file".
Unless you just mean temporarily changing the file extension to .txt? That would work too.
