LOC Tracking Issue (Update: Problem Solved, I think)

The AP does not track the LOC properly. I get the LOC needle almost centered (within the center circle), heading within a few degrees of LOC course, then put the AP in HI Track mode yet the AP starts to hunt back and forth with increasing deviations.
Ideas?

Edit: I think my system was not getting initialized properly between flights because I was using the FSX load command to load a portion of the previous flight that had been saved by FSUIPC4. However, it is necessary that you have things lined up almost perfectly before turning on the LOC tracking or the system will hunt back and forth quite a bit.
