Do you have a GPS installed in the cockpit? And by installed I don’t mean the one with the suction cup in the window but the GNS400 option in the radio stack. If you don’t have that installed the VOR indicator won’t be able to be locked to a GPS signal. Hence the INOP sticker.

Open the shift+3 menu and install the GNS400 option and then the INOP should disappear.

I do have the gps400 installed.

Oh you meant the right one of the two? That’s inop on my C172 too. I think it’s there in case a second GPS is hooked up to a second VOR indicator. I’m not sure that is simulated though.

The second switch is an approach arming toggle. The text on it reads GPS APR, and you press it before beginning a GPS approach procedure. If conditions are satisfactory, an ARM light illuminates to the right of the button. Once the aircraft is established on the final segment of the approach, ARM extinguishes and is replaced with ACTV. The CDI is now in GPS approach mode, with increased accuracy of the needle.
