Yes, there is a Mission Editor available here: http://www.mediafire.com/download/lockb ... ditors.zip
I just checked and the download still seems to be working. It was created many years ago by a former member and allows you to alter instant action missions to your requirements. The project never reached a polished final version [that's why there are 2 included in the package IIRC] and the interface is quite basic. But it does work when you get the hang of it.

Fred, just a word of caution regarding something I had forgotten. Here is an old discussion page about the editor:

Please take note of PV's warnings about saving an original copy of the particular file which the editor changes before you have a go with it, to avoid having to do a total re-install to get things back to normal again afterwards, as the program won't do that by itself.
