I guess that makes it a "Quango" - QUAsi-NonGovernmental Organization. Sort of like capitalism as practised
under a government supervision that hadn't ceded its right to constrain corporations to follow their charter
to act only within a broadly construed public interest, rather than being free to destroy the world as long
as shareholders make money.
